TL;DR
Iowa requires a manufacturer or dispensary to publish medical cannabidiol pricing and hours of operation on its website, and requires every advertisement to be submitted to the department at or before dissemination. It prohibits advertising, marketing and branded educational activities within 1,000 feet of a school, and defines "appealing to children" in six limbs covering visuals, fonts, product names, flavours, packaging games and the presence of spokespersons or celebrities.

Iowa Cannabis Advertising Summary
Is Cannabis Advertising Legal in Iowa?
Advertising is permitted for licensed manufacturers and dispensaries. Under 154.22(3), every advertisement must be submitted to the department at or before dissemination, and the department may require disclosures, require changes, or require amendment or removal. The constraints are the content list at 154.22(2)(a), the conduct prohibitions at 154.22(2)(b), and the 1,000 foot school buffer.
Legal Framework and Compliance Basics
Iowa operates a Medical Cannabidiol Program under Iowa Code Chapter 124E, expanded in 2017 from a limited 2014 CBD law. There is no adult-use programme. The regulator is the Iowa Department of Health and Human Services.
Advertising sits at Iowa Admin. Code 641—154.22, Advertising and marketing, within Chapter 154, as amended by ARC 8124C effective August 14, 2024. The rule has three subsections: permitted marketing and advertising activities at (1), prohibited conduct, statements and illustration at (2), and review of advertisements by the department at (3).
There is one advertising rule set. Iowa has no adult-use programme and no second framework.
Patients are limited to a certified amount of total tetrahydrocannabinol over a 90-day period rather than by possession weight, and product forms are restricted. Advertising or referring to non-approved forms is separately prohibited.

Advertising Rules by Channel in Iowa
Requirements That Apply to Every Channel
Business name and licence number
No licence number required. Under 154.22(1), a manufacturer or dispensary may display its business name and logo on labels, signs, website and informational material provided to patients.
The name or logo shall not include images of cannabis or cannabis-use paraphernalia; colloquial references to cannabis; names of cannabis plant strains or varieties; unsubstantiated medical claims; or medical symbols that bear a reasonable resemblance to established medical associations.
The required warning statements
None in advertising. Iowa's disclosure requirements attach to packaging and labelling under 154.30, including cannabinoid concentration claims and dispensary label content. Label text shall not include any false, misleading, or unsubstantiated statements regarding health or physical benefits to the patient.
How the warnings have to appear
Not applicable, as none are required in advertising. Where the department requires a specific disclosure under 154.22(3), it must be in a clear and conspicuous manner.
When the warnings are not required
Not applicable. What Rule 154.22 requires instead is submission under (3) and the mandatory website content under (1).
Hotline number
No. Rule 154.22 requires no helpline, hotline or poison control number.
Prohibited content
Under 154.22(2)(a), an advertisement shall not contain:
- Colloquial references to cannabis
- Names of cannabis plant strains or varieties
- Any false or misleading statement
- Any statement that disparages a competitor's products
- Anything obscene or indecent
- Anything that reasonably appeals to or targets children
- Anything encouraging or representing use for a condition other than a qualifying debilitating medical condition
- Anything encouraging or representing recreational use of cannabis or marijuana, tobacco or nicotine products, or alcohol
- Safety or efficacy content unsupported by substantial evidence, substantial clinical data, direct patient testimonials, or a combination
- Anything portraying anyone reasonably appearing under 18, objects suggestive of their presence, or figures, symbols or language customarily associated with under-18s, except that an advertisement may address products as they relate to minor patients
- Any prize, award or inducement to a patient, caregiver or practitioner, except non-product-specific price discounts
- Any assertion that products are safe because they are regulated under the chapter or tested by an approved laboratory
- Any reference to a prohibited form
- Any claim of government endorsement, or any statement indicating or implying approval or endorsement by the department, the state of Iowa, or any person or entity associated with the state
The six-limb definition of appealing to children
Rule 154.22 defines the test. Appealing to children means:
- A resemblance to food or product used by children when taken literally or as a plain language reading
- Child-appealing visuals or graphics, such as intense colours, bubble letters, or other interesting fonts or lettering
- Unconventional or interesting product names
- Unconventional or unexpected flavour, colour or shape of the product
- Games or activities present on the package
- The presence of branded characters, spokespersons, licensed characters, cartoons, or celebrities
Limb 6 names spokespersons and celebrities alongside cartoons and licensed characters, without reference to the audience they appeal to.
Prohibited conduct
Under 154.22(2)(b), a manufacturer or dispensary shall not:
- Host, promote, refer to, or otherwise advertise a third-party patient certification service
- Engage in any advertising, marketing, or branded educational activities within 1,000 feet of a school
- Host, promote, sponsor or participate in a cannabis consumption lounge or other encouragement of public consumption
- Advertise or refer to non-approved forms of medical cannabidiol, including referring to an approved form as a prohibited form, or advertising non-approved forms. Consumable hemp products regulated under Iowa Code chapter 204 and 641—Chapter 156 are exempt from this provision
Discounts, coupons, and price promotion
Under 154.22(2)(a), any prize, award or inducement to a qualifying patient, primary caregiver or health care practitioner related to the purchase of medical cannabidiol or a certification is prohibited, except that non-product-specific price discounts are allowed. A discount tied to a specific product falls outside that exception.
Separately, under 154.22(1), a manufacturer or dispensary must include medical cannabidiol pricing and hours of operation on its website.
Pre-approval
Submission is required, but not prior clearance. Under 154.22(3), any advertisement for medical cannabidiol shall be submitted to the department, on a form or in a format prescribed by the department, at the same time as, or prior to, dissemination. The department may require a specific disclosure where it determines the advertisement would be false or misleading without one; require changes necessary to protect public health, safety and welfare; require statements addressing the specific efficacy of medical cannabidiol as it relates to specific disease states, approved debilitating medical conditions, disease symptoms and population groups; and require a licensee to amend or remove a public advertisement.
Iowa Display Advertising Laws
Iowa writes no display-specific rule. The submission requirement at 154.22(3) applies to any advertisement, and the school buffer at 154.22(2)(b)(2) applies to advertising generally.
What is allowed
Display advertising, including programmatic, clearing the content list and submitted to the department at or before dissemination. No provision of Rule 154.22 prohibits digital display formats.
What is not allowed
- Delivery within 1,000 feet of a school — 154.22(2)(b)(2)
- Names of cannabis plant strains or varieties — 154.22(2)(a)
- Statements disparaging a competitor's products — 154.22(2)(a)
- The presence of branded characters, spokespersons, licensed characters, cartoons or celebrities — appealing-to-children definition
- Safety or efficacy content unsupported by substantial evidence, substantial clinical data or direct patient testimonials — 154.22(2)(a)
Required warnings and disclosures
None mandated. The department may require a specific disclosure under 154.22(3). See Requirements That Apply to Every Channel above.
Hotline number required
No.
Discounts and promotions on this channel
Non-product-specific price discounts only, under 154.22(2)(a).
Closing note
Rule 154.22(3) permits submission at the same time as dissemination, and separately permits the department to require amendment or removal of a public advertisement. Keep creative versions and submission records for every execution.
Iowa Native Advertising Laws
Iowa writes no native-specific rule. The safety and efficacy provision at 154.22(2)(a) names direct patient testimonials as one permitted basis for such content.
What is allowed
Native and sponsored content clearing the content list and submitted to the department. Safety or efficacy content supported by substantial evidence, substantial clinical data, direct patient testimonials, or a combination.
What is not allowed
- Safety or efficacy content without one of those bases — 154.22(2)(a)
- Content encouraging or representing use for a condition other than a qualifying debilitating medical condition — 154.22(2)(a)
- Hosting, promoting, referring to, or otherwise advertising a third-party patient certification service — 154.22(2)(b)(1)
- Statements disparaging a competitor's products — 154.22(2)(a)
Required warnings and disclosures
None mandated. Under 154.22(3) the department may require statements addressing the specific efficacy of medical cannabidiol as it relates to specific disease states, conditions, symptoms and population groups.
Hotline number required
No.
Discounts and promotions on this channel
Non-product-specific price discounts only.
Closing note
Rule 154.22(2)(a) names direct patient testimonials as a basis for safety and efficacy content. The prohibition on portraying anyone reasonably appearing under 18 applies, subject to the minor-patient exception in the same provision.
Iowa Online Video (OLV) Advertising Laws
Iowa writes no video-specific rule and prescribes no on-screen or audio standard. The appealing-to-children definition names spokespersons and celebrities, which bears directly on casting.
What is allowed
Video clearing the content list and submitted to the department.
What is not allowed
- Branded characters, spokespersons, licensed characters, cartoons or celebrities — appealing-to-children definition
- Portraying anyone reasonably appearing under 18, except where addressing products as they relate to minor patients — 154.22(2)(a)
- Content encouraging or representing recreational use of cannabis, tobacco or nicotine products, or alcohol — 154.22(2)(a)
- Delivery within 1,000 feet of a school — 154.22(2)(b)(2)
Required warnings and disclosures
None mandated.
Hotline number required
No.
Discounts and promotions on this channel
Non-product-specific price discounts only.
Closing note
Limb 6 of the appealing-to-children definition names the presence of a spokesperson or celebrity, without reference to the audience they appeal to. Brief production against that limb before casting.
Iowa Connected TV (CTV) Advertising Laws
Rule 154.22 contains no channel prohibition and no audience threshold.
What is allowed
CTV and OTT placements clearing the content list and submitted to the department.
What is not allowed
- Delivery within 1,000 feet of a school, since 154.22(2)(b)(2) reaches advertising and marketing generally
- The content list at 154.22(2)(a)
Required warnings and disclosures
None mandated.
Hotline number required
No.
Discounts and promotions on this channel
Non-product-specific price discounts only.
Closing note
Rule 154.22 states no audience percentage, so the operative placement control is the 1,000 foot school buffer, which applies to advertising and marketing generally rather than to signage alone. Note also that a Council Bluffs or Sioux City buy delivers into Nebraska and South Dakota, and a Davenport buy into Illinois, each of which applies its own rules.
Iowa Paid Search Advertising Laws
Iowa writes no rule specific to paid search. The submission requirement at 154.22(3) applies to any advertisement.
What is allowed
Search advertising clearing the content list and submitted to the department.
What is not allowed
- Names of cannabis plant strains or varieties — 154.22(2)(a)
- Statements disparaging a competitor's products — 154.22(2)(a)
- The remaining content prohibitions at 154.22(2)(a)
Required warnings and disclosures
None mandated.
Hotline number required
No.
Discounts and promotions on this channel
Non-product-specific price discounts only.
Closing note
Two provisions bear on keyword and copy strategy: strain and variety names are prohibited in advertisements, and statements disparaging a competitor's products are prohibited. Rule 154.22(3) requires submission of any advertisement, and dynamically generated copy produces no fixed advertisement before delivery. Confirm with the department how the submission requirement applies to automatically generated formats before committing spend.
Iowa SEO and Website Advertising Laws
This is the one channel carrying a positive publication requirement under 154.22(1).
What is allowed
A business website containing the name and contact information, the medical cannabidiol forms and quantities manufactured or available in Iowa, and other information as approved by the department. The business name and logo may appear, subject to the identity restrictions.
What is required
Under 154.22(1), a manufacturer or dispensary must include medical cannabidiol pricing and hours of operation on its website.
What is not allowed
- Names of cannabis plant strains or varieties — 154.22(2)(a)
- Content outside the permitted categories without department approval — 154.22(1)
- Unsubstantiated medical claims in the name or logo — 154.22(1)
- The remaining content prohibitions at 154.22(2)(a)
Required warnings and disclosures
None beyond the pricing and hours required by 154.22(1).
Hotline number required
No.
Discounts and promotions on this channel
Non-product-specific price discounts only.
Closing note
Rule 154.22 prescribes no website age gate. It does require pricing and hours to be published under (1), so any access control must not prevent that information being available. Check product listings against the prohibition on strain and variety names, which applies to the name, the logo and advertisements alike.
Iowa Out of Home and DOOH Advertising Laws
Rule 154.22 contains no billboard prohibition. The buffer at 154.22(2)(b)(2) reaches advertising, marketing and branded educational activities.
What is allowed
Signs on the manufacturing facility or dispensary, expressly permitted under 154.22(1). Off-premises out of home, which Rule 154.22 does not prohibit, subject to the content list, the school buffer and the submission requirement.
What is not allowed
- Any advertising, marketing, or branded educational activities within 1,000 feet of a school — 154.22(2)(b)(2)
- The content list at 154.22(2)(a)
Required warnings and disclosures
None mandated.
Hotline number required
No.
Discounts and promotions on this channel
Non-product-specific price discounts only.
Closing note
Section 154.22(2)(b)(2) covers advertising, marketing and branded educational activities, so a branded patient education event within 1,000 feet of a school falls inside it as well as paid placement. Iowa cities and counties may impose their own signage and advertising ordinances; check the local position for each site before booking.
Platform Specific Advertising Restrictions
X (formerly Twitter)
Permits limited paid cannabis advertising in select U.S. jurisdictions subject to approval, licensing verification and 21-plus targeting.
Platform approval is not regulatory approval, and platform compliance does not protect against a state violation. Rule 154.22(3) applies the submission requirement to any advertisement for medical cannabidiol. Rule 154.22 does not define which social content constitutes an advertisement for that purpose. Confirm the position with the department before running a high-frequency organic social programme.
Audience Requirements for Cannabis Advertising in Iowa
What the Law Requires
The age stated in Rule 154.22 is 18. An advertisement shall not portray anyone reasonably appearing under 18, objects suggestive of their presence, or figures, symbols or language customarily associated with under-18s, except that an advertisement may address medical cannabidiol products as they relate to minor patients.
Iowa's programme includes minor patients, which the exception addresses.
Audience Percentage Thresholds
Rule 154.22 sets no audience composition percentage for any medium. This is an absence in the rule rather than an omission from this page. Other states do set one: Connecticut requires reliable evidence that at least 90 percent of the audience is 21 or older, and Delaware requires at least 85 percent.
What the rule uses instead
The content list at 154.22(2)(a), the 1,000 foot school buffer at 154.22(2)(b)(2), and departmental review at 154.22(3).
Event sponsorship
Rule 154.22 sets no audience threshold specific to event sponsorship. It prohibits hosting, promoting, sponsoring or participating in a cannabis consumption lounge or other encouragement of public consumption.
Where the burden sits
On the licensee. Rule 154.22(3) places the submission obligation on the licensee, and the department may require amendment or removal of a public advertisement.
Age Gating and Consent
Websites
Rule 154.22 prescribes no website age gate and no age verification requirement. It does require pricing and hours to be published under (1).
Direct communication
Rule 154.22 contains no age affirmation requirement for direct or individualized communication.
Location-based devices
Rule 154.22 contains no location-based device provision.
Established customers
Rule 154.22 contains no exception removing communications to existing patients or caregivers from the submission requirement or the content list.
People Depicted in Ads
Under 154.22(2)(a), no portrayal of anyone reasonably appearing under 18, objects suggestive of their presence, or figures, symbols or language customarily associated with under-18s, except that an advertisement may address products as they relate to minor patients.
Under the appealing-to-children definition, no presence of branded characters, spokespersons, licensed characters, cartoons, or celebrities. The limb names their presence without reference to the audience they appeal to.
Rule 154.22(2)(a) names direct patient testimonials as a permitted basis for safety and efficacy content.
Geo Targeting Rules for Cannabis Advertising in Iowa
Restricted Locations and Buffer Distances
1,000 feet from a school
Under 154.22(2)(b)(2), a manufacturer or dispensary shall not engage in any advertising, marketing, or branded educational activities within 1,000 feet of a school.
Facility types named

Measurement
Rule 154.22 states a distance of 1,000 feet from a school. It prescribes no method of measurement.
Transit and public property
Rule 154.22 contains no transit prohibition and no public property prohibition. It prohibits hosting, promoting, sponsoring or participating in a cannabis consumption lounge or other encouragement of public consumption.
Local Ordinances
Iowa cities and counties may impose their own signage and advertising ordinances. Site-level clearance requires checking the specific city or county position alongside the state buffer.
Can You Run a Digital Out of Home Screen in Iowa?
Rule 154.22 contains no billboard prohibition. A screen is subject to the 1,000 foot school buffer at 154.22(2)(b)(2), the content list at 154.22(2)(a), the submission requirement at 154.22(3), and any local ordinance. Signs on the dispensary or manufacturing facility are expressly permitted under 154.22(1).
Compliant Use of Geotargeting
- Build 1,000 foot exclusions around schools, and apply them to marketing and branded educational activity as well as paid media, as 154.22(2)(b)(2) requires.
- Check city and county ordinances for each site, since Iowa local government may impose its own signage and advertising rules.
- Submit every advertisement to the department at or before dissemination under 154.22(3), and retain the submission record.
- Publish pricing and hours of operation on the website, as 154.22(1) requires.
- Keep discounts non-product-specific, under 154.22(2)(a).
- Plan for delivery into Nebraska, South Dakota, Minnesota, Wisconsin, Illinois and Missouri, each of which applies its own advertising rules.

What Are the Recreational and Medical Marijuana Rules in Iowa?
One advertising rule set. Iowa is medical only, operating the Medical Cannabidiol Program under Iowa Code Chapter 124E. Manufacturers and dispensaries are licensed, and patients are certified by a health care practitioner for a qualifying debilitating medical condition.
Two features shape marketing. Patients are limited by total tetrahydrocannabinol over a 90-day period rather than by weight, and dispensaries must operate procedures ensuring the certified limit is not exceeded for a patient and their primary caregivers. Product forms are restricted, and under 154.22(2)(b)(4) advertising or referring to non-approved forms is prohibited, including describing an approved form as a prohibited one.
The programme includes minor patients, which is the basis for the exception at 154.22(2)(a) permitting an advertisement to address products as they relate to them.
Packaging may not bear a reasonable resemblance to commonly available nonmedical commercial products, may depict nothing other than the manufacturer's name or logo, and may not reasonably appeal to children or to recreational or adult use.
Adult-use legalisation has not been enacted in Iowa.
What Are the Hemp and CBD Rules in Iowa?
Who regulates hemp here
Consumable hemp products are regulated under Iowa Code chapter 204 and Iowa Admin. Code 641—Chapter 156, a separate framework from the Medical Cannabidiol Program at Chapter 124E and 641—Chapter 154.
Non-intoxicating hemp and CBD
Regulated under chapter 204 with THC limits, registration, testing and labelling requirements. Rule 154.22 addresses the boundary directly: the prohibition on advertising non-approved forms of medical cannabidiol at 154.22(2)(b)(4) states that consumable hemp products regulated under Iowa Code chapter 204 and 641—Chapter 156 are exempt from that provision. The exemption is specific to that provision; the rest of Rule 154.22 continues to govern the licensee's medical cannabidiol advertising.
Intoxicating hemp-derived cannabinoids
Iowa has tightened the consumable hemp framework over successive sessions. The federal definition of hemp narrows in November 2026. Confirm the current position before planning a hemp campaign.
What it means for advertising
A medical cannabidiol product carries the submission requirement at 154.22(3), the content list at 154.22(2)(a), the school buffer at 154.22(2)(b)(2) and the mandatory price publication at 154.22(1). A consumable hemp product falls under chapter 204 and 641—Chapter 156 with its own requirements. Classify each product against both frameworks before building a media plan.
